The provided Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) emphasizes the importance of speaking the truth over remaining silent or being inarticulate. Let us delve into the deeper meaning of this thought-provoking saying in light of the Quran.

The word (al-qawl) "القول" in the Hadith refers to speech or expression. It encompasses both verbal and non-verbal communication. The word (bil-haqq) "بالحق" means "with the truth." It signifies the importance of speaking truthfully and honestly, without any distortion or falsehood. The word (khayr) "خير" means "better" or "superior." It implies that speaking the truth is not only good but also superior to other forms of communication. The words (al-ayy) "العي" and (al-samt) "الصمت" refer to inarticulateness and silence, respectively. These words highlight the significance of expressing oneself and not remaining silent or unable to communicate effectively.

The Quran provides numerous verses that emphasize the importance of speaking the truth. Allah (سُبْحَانَهُ وَتَعَالَىٰ) says in Surah Al-Hajj (22:30),

That [has been commanded], and whoever honors the sacred ordinances of Allah - it is best for him in the sight of his Lord.

It is our duty as Muslims to speak out against injustice and wrongdoing, using our words to advocate for truth and justice. Allah (سُبْحَانَهُ وَتَعَالَىٰ) says in Surah Al-Imran (3:104),

And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful.
