شَرُّ الأُمَراءِ مَنْ ظُلِمَ رَعِيَتُّهُ۔
The worst of rulers is one whose subjects are oppressed.
— Imam Ali a.s.
(Ghurar al-Hikam: Kings And Rulers)
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, the Lord of all the worlds. May peace and blessings be upon our beloved Prophet Muhammad (ﷺ), his pure progeny, and his noble companions.
The Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) states,
The worst of rulers is one whose subjects are oppressed.
This enlightening Hadith highlights the importance of justice and fairness in leadership. Let us delve deeper into the words of this Hadith and explore its significance in light of the Quran.
First, let us examine the key words in this Hadith. The word (umara') "أُمَرَاءِ" refers to rulers or leaders, while (zulima) "ظُلِمَ" means to be oppressed or wronged. The term (ra'iyyatu) "رَعِيَتُّهُ" refers to the subjects or followers of a ruler.
To understand the gravity of this Hadith, we must turn to the Quran, where Allah (سُبْحَانَهُ وَتَعَالَىٰ) repeatedly emphasizes justice and warns against oppression. In Surah Al-Hujurat, Allah says, (Quran 4:135)
O you who have believed, be persistently standing firm in justice, witnesses for Allah, even if it be against yourselves or parents and relatives. Whether one is rich or poor, Allah is more worthy of both. So follow not [personal] inclination, lest you not be just. And if you distort [your testimony] or refuse [to give it], then indeed Allah is ever, with what you do, Acquainted
This verse underscores the importance of justice, even if it goes against our own interests or the interests of those close to us. It is a reminder that rulers have a responsibility to uphold justice and protect the rights of their subjects, regardless of their own personal gain. Allah further emphasizes the significance of justice in Surah An-Nisa, stating, (Quran 4:58)
Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice. Excellent is that which Allah instructs you. Indeed, Allah is ever Hearing and Seeing
Now, let us reflect on the implications of the Hadith. Imam Ali (عَلَيْهِ ٱلسَّلَامُ), known for his deep knowledge and understanding, highlights the detrimental nature of a ruler who oppresses their subjects. Such a ruler not only fails to fulfill their duty of providing justice but also creates an environment of fear, injustice, and instability.
When a ruler oppresses their subjects, it leads to various negative consequences. The oppressed individuals suffer from a lack of basic rights, economic hardships, and a loss of trust in the leadership. This can result in social unrest, rebellion, and a breakdown of societal harmony. Moreover, the oppressed individuals may lose hope in seeking justice and turn towards extremism or radicalization as a means of resistance.
Conversely, a just ruler who upholds the rights of their subjects fosters an environment of peace, prosperity, and trust. Such a leader ensures that the needs of the people are met, their rights are protected, and their grievances are addressed. This leads to a society that thrives, where individuals can live with dignity and contribute to the betterment of their community.
As Muslims, we are reminded of our duty to seek justice and stand against oppression. We are encouraged to support leaders who prioritize justice and fairness, and to hold them accountable when they fail to do so. This Hadith serves as a reminder for both rulers and subjects to fulfill their respective responsibilities and strive for a just society.
In conclusion, the Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) teaches us the importance of justice in leadership. It warns against the oppressive rulers who fail to protect the rights of their subjects. By reflecting on the Quranic verses that emphasize justice, we understand that it is a fundamental principle in Islam. May Allah guide us to be just in our actions and grant us leaders who uphold justice and protect the rights of all.
