اَلْمُلْكُ سِياسَةٌ۔
Sovereignty is administration.
— Imam Ali a.s.
(Ghurar al-Hikam: Administrative Policies)
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, the Lord of all worlds. May peace and blessings be upon our beloved Prophet Muhammad (ﷺ), his pure progeny, and his noble companions.
The Arabic Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) states, "الْمُلْكُ سِيَاسَةٌ" which translates to "Sovereignty is administration." This concise statement holds deep meaning and provides valuable insight into the concept of leadership and governance in Islam.
To understand the significance of this Hadith, let us delve into the meanings of the key words. "Al-Mulk" refers to sovereignty or rulership, while "Siyaasah" denotes administration or governance. Imam Ali (عَلَيْهِ ٱلسَّلَامُ) succinctly captures the essence of leadership by emphasizing that true sovereignty lies in effective administration and governance.
This Hadith finds support in the Quran, where Allah (سُبْحَانَهُ وَتَعَالَىٰ) repeatedly emphasizes the importance of just and equitable governance. In Surah Al-Hadid (57:25), Allah says,
Indeed, We sent Our messengers with clear proofs and sent down with them the Scripture and the balance that the people may maintain [their affairs] in justice.
This verse highlights the divine purpose behind sending messengers and scriptures - to establish justice and maintain balance in society through effective governance.
Furthermore, in Surah An-Nisa (4:58), Allah commands,
Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice.
This verse emphasizes the importance of fulfilling responsibilities and administering justice in matters of governance. It highlights that true sovereignty lies in fulfilling the trust placed upon leaders and ruling with fairness and justice.
Imam Ali's (عَلَيْهِ ٱلسَّلَامُ) statement also aligns with the teachings of Prophet Muhammad (ﷺ), who emphasized the importance of just governance. In his farewell sermon, the Prophet (ﷺ) stated,
O people, your Lord is one and your father is one. There is no superiority for an Arab over a non-Arab, nor for a non-Arab over an Arab. Neither is the white superior over the black, nor is the black superior over the white, except by piety. All mankind is from Adam and Adam is from dust. The most honorable among you in the sight of Allah is the most righteous among you.
This amazing Hadith highlights the equality of all individuals and emphasizes the importance of piety and righteousness in leadership.
Imam Ali's (عَلَيْهِ ٱلسَّلَامُ) statement, "Sovereignty is administration," serves as a reminder to Muslims that leadership is not merely about holding power and authority, but rather about fulfilling the responsibilities and duties associated with it. It emphasizes the need for leaders to prioritize the welfare of their subjects, administer justice, and maintain social harmony.
This Hadith also highlights the profound knowledge and wisdom of Imam Ali (عَلَيْهِ ٱلسَّلَامُ). His deep understanding of the principles of governance and his ability to articulate them concisely demonstrate his exceptional intellect and insight. Muslims should look to Imam Ali (عَلَيْهِ ٱلسَّلَامُ) as a role model in matters of leadership and governance, striving to emulate his qualities of justice, wisdom, and compassion.
In conclusion, the Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) "Sovereignty is administration" emphasizes the importance of effective governance and just leadership in Islam. It reminds Muslims that true sovereignty lies not in power and authority alone, but in fulfilling the responsibilities of leadership and ruling with justice and equity. By adhering to these principles, Muslims can strive to establish a just and harmonious society, guided by the teachings of the Quran and the noble examples set by the Prophet Muhammad (ﷺ) and his Ahl al-Bayt. May Allah (سُبْحَانَهُ وَتَعَالَىٰ) grant us the wisdom and guidance to fulfill our responsibilities as leaders and to seek justice in all aspects of our lives.
