The provided Hadith of Imam Ali (عَلَيْهِ ٱلسَّلَامُ) states, "بِالعَدْلِ تَصْلُحُ الرَّعِيَةُ۔" This can be translated as,
Through justice, the populace is reformed.
Let us delve into the meaning of this statement in light of the Quran.
The word (adl) "عَدْلِ" in the Hadith refers to justice. Justice is a fundamental principle in Islam, emphasized by both the Quran and the teachings of the Prophet Muhammad (ﷺ). It entails treating others fairly, upholding their rights, and ensuring equality. Justice is not only a moral obligation but also a means to establish a harmonious society.
Allah (سُبْحَانَهُ وَتَعَالَىٰ) repeatedly emphasizes the importance of justice in the Quran. In Surah Al-Nisa, verse 135, Allah says,
O you who have believed, be persistently standing firm in justice, witnesses for Allah, even if it be against yourselves or parents and relatives.

Furthermore, in Surah Al-Hujurat, verse 9, Allah states,
And if two factions among the believers should fight, then make settlement between the two. But if one of them oppresses the other, then fight against the one that oppresses until it returns to the ordinance of Allah. And if it returns, then make settlement between them in justice and act justly. Indeed, Allah loves those who act justly.
This verse emphasizes the obligation to establish justice even in times of conflict. It encourages Muslims to resolve disputes and reconcile differences through fair and just means.
Imam Ali's (عَلَيْهِ ٱلسَّلَامُ) statement highlights the transformative power of justice. When justice is upheld, it leads to the reformation of the populace. The consequences of injustice are severe, both in this world and the Hereafter. In Surah Al-An'am, verse 160, Allah warns,
Whoever comes [on the Day of Judgement] with a good deed will have ten times the like thereof [to his credit], and whoever comes with an evil deed will not be recompensed except the like thereof; and they will not be wronged.
This verse highlights the divine justice that will prevail on the Day of Judgment. Those who have been unjust will face the consequences of their actions, while those who have upheld justice will be rewarded.
